Pursuant to Section 91(2)(e) and Section 91a of Act No. 111/1998 Coll., on Higher Education Institutions and on Amendments and Supplements to Some Other Acts (the Higher Education Act), as amended; Articles 8 and 13 of the Scholarship and Bursary Regulations of the University of South Bohemia in České Budějovice; the Study and Examination Regulations for Doctoral Degree Programmes of the University of South Bohemia in České Budějovice; and Rector's Ordinance No. R 637, I hereby issue this Measure:
Article I
Subject matter and scope
(1) This Measure sets the monthly amount of the fixed component of the guaranteed doctoral scholarship funded from the resources of the Faculty of Science, University of South Bohemia in České Budějovice (hereinafter 'FSc USB') as part of doctoral study income, and lays down the rules for awarding one-off extraordinary scholarships for achieving selected milestones in doctoral study.
(2) The provisions of this Measure concerning one-off extraordinary scholarships apply to students enrolled in doctoral degree programmes provided by FSc USB who enrolled in the relevant programme on or after 1 September 2025, or whose first period of instruction in that programme began on or after that date.
(3) The milestones specified in this Measure are based on the prospective Q Plus quality standard under Rector's Ordinance No. R 637. This Measure lays down the conditions for their financial recognition; it does not affect the binding nature of the Q Plus requirements arising from the Rector's Ordinance, the accreditation file, the rules of the relevant doctoral degree programme, or the individual study plan.
Article II
Guaranteed doctoral scholarship
(1) For students who meet the conditions of Article 13(1) of the Scholarship and Bursary Regulations of the University of South Bohemia in České Budějovice, the monthly amount of the fixed component of the guaranteed doctoral scholarship funded from FSc USB resources is set at CZK 13,500. The calculation and provision of any additional financial support required to reach the minimum doctoral study income are governed by Dean's Provision No. D127 on doctoral study income.
(2) The guaranteed doctoral scholarship is awarded separately for each academic year or part thereof. The application and statutory declaration shall be submitted in the manner specified in Article 13(7) of the Scholarship and Bursary Regulations of the University of South Bohemia in České Budějovice. Templates for both documents are provided in Annex 1 to this Measure.
(3) The guaranteed doctoral scholarship may be reduced or withdrawn if the student seriously fails to fulfil the study obligations arising from the individual study plan. Under Article 11(5)(c) of the Study and Examination Regulations for Doctoral Degree Programmes, serious non-fulfilment includes, in particular, failure to complete several courses enrolled in for the first time, failure to fulfil other obligations specified in the individual study plan, or failure to fulfil obligations set by the training institution. Any reduction or withdrawal of the scholarship shall proceed in accordance with Article 13(11) to (13) of the Scholarship and Bursary Regulations of the University of South Bohemia in České Budějovice and Article 11(6) of the Study and Examination Regulations for Doctoral Degree Programmes. Failure to achieve an extraordinary-scholarship milestone alone is not grounds for reducing or withdrawing the guaranteed doctoral scholarship.
Article III
General rules for one-off extraordinary scholarships
(1) The Dean may award a student a one-off extraordinary scholarship for achieving a milestone under Articles IV to VIII. There is no legal entitlement to an award in a specific amount.
(2) An extraordinary scholarship is awarded by decision of the Dean on the basis of a duly reasoned application submitted by the student. The student shall submit the application and documents demonstrating achievement of the milestone electronically through IS STAG to the FSc USB Study Department; for publications and teaching activities, the relevant form specified in Article IX(4) shall be used.
(3) Only an output or activity achieved during active doctoral study and related to that study, the dissertation research, or the development of the student's competencies may be recognised. The student must document achievement of the milestone before their student status terminates.
(4) The same output or activity may be counted only once for the purposes of an extraordinary scholarship, unless this Measure expressly states otherwise. A single conference participation may be used for only one milestone under Article IV. For a single publication, no more than one timing bonus under Article V may be added to the amount determined on the basis of its quality.
(5) Time limits expressed in semesters are calculated from the student's first enrolment in the relevant doctoral programme. Periods of interrupted study are not included in these time limits.
Article IV
Active participation in international conferences
(1) A student may be awarded an extraordinary scholarship of CZK 5,000 for their first active participation in an international conference in the form of an oral presentation, provided it takes place no later than the end of the seventh semester of study.
(2) A student may be awarded an extraordinary scholarship of CZK 3,000 for their first active participation in an international conference in the form of a poster, provided it takes place no later than the end of the fifth semester of study.
(3) A student may be awarded an extraordinary scholarship of CZK 3,000 for their second active participation in an international conference in the form of an oral presentation or poster, provided it takes place no later than the end of the seventh semester of study.
(4) For the purposes of this Article, an international conference means a scholarly conference organised by an international scientific society or a foreign institution. In accordance with the prospective Q Plus quality standard, only conferences held abroad, excluding the Slovak Republic, are eligible for the scholarship.
(5) Achievement of the milestone shall be documented by the conference programme or confirmation from the organiser showing the authorship, format and title of the contribution, and the dates and venue of the conference.
Article V
Publication outputs
(1) An extraordinary scholarship may be awarded for a scholarly article related to the dissertation research that has been accepted for publication in a peer-reviewed scholarly journal indexed in the Web of Science and lists an FSc USB affiliation. The amount shall be determined according to the quality of the publication using the procedure set out in Annex 2.
(2) For the first publication on which the student is first author and which is accepted for publication no later than the end of the sixth semester of study, a timing bonus of CZK 10,000 may be added to the amount under paragraph 1.
(3) For the first publication accepted for publication no later than the end of the seventh semester of study, a timing bonus of CZK 8,000 may be added to the amount under paragraph 1 if the student is first author, or CZK 5,000 if the student is a co-author.
(4) For the second and third publications accepted for publication no later than the end of the seventh semester of study, a timing bonus of CZK 3,000 may be added to the amount under paragraph 1 for each publication.
(5) For the fourth and each subsequent publication, the amount of the scholarship shall be determined solely according to the quality of the publication using the procedure set out in Annex 2. If a single publication meets the conditions for more than one timing bonus under paragraphs 2 to 4, only the highest bonus shall be awarded.
(6) The order of publications is determined by their dates of acceptance. Acceptance shall be documented by confirmation from the journal's editorial office or by other conclusive evidence. For publications accepted on the same day, the student shall specify their order in the application for the purposes of this Measure.
Article VI
Science outreach to the general public
(1) An extraordinary scholarship of CZK 2,000 may be awarded for the student's first publicly accessible lecture or comparable outreach presentation of their own research intended for the general public, including a presentation at a secondary school.
(2) A conference contribution, regular teaching, or a presentation given solely as part of a mandatory doctoral progress review is not considered a public presentation under paragraph 1. Achievement of the milestone shall be documented by a programme, invitation, or confirmation from the organiser.
Article VII
Preparation of a grant proposal
(1) An extraordinary scholarship of CZK 5,000 may be awarded for the proper submission of an individual grant proposal to the Grant Agency of the University of South Bohemia in České Budějovice no later than the end of the fourth semester of study.
(2) The grant proposal must meet the formal and substantive conditions of the relevant call and the requirements of the prospective Q Plus quality standard. Award of the scholarship is not conditional on the grant proposal being selected for funding.
(3) An extraordinary scholarship in the amount specified in paragraph 1 may be awarded for the student's demonstrable contribution to preparing a grant proposal submitted to a funding body outside USB (e.g. the Czech Science Foundation, Technology Agency of the Czech Republic, Czech Health Research Council, or under Horizon Europe). The principal applicant shall confirm the student's contribution to preparation of the proposal.
Article VIII
Teaching activities
(1) For teaching activities carried out as part of the teaching practice included in the individual study plan, in particular contact teaching, preparation for teaching, supervision of degree theses and secondary-school research projects (SOČ), preparation of opponent reports, and other approved teaching activities for FSc USB, a student may be awarded a one-off extraordinary scholarship for each completed semester. Eligible forms of teaching activity and the rules for determining the number of eligible hours are set out in Annex 3. The rate is CZK 200 per eligible hour.
(2) The calculation may not include teaching activities for which the student received a wage, salary, or other remuneration under an employment relationship, or activities funded from another source. The extent of the teaching activities must correspond to the individual study plan and must not exceed an average of four hours per week.
(3) If a student completes a total of 100 eligible hours of teaching activity no later than the end of the seventh semester of study, an additional one-off bonus of CZK 5,000 may be awarded.
(4) After the end of each semester, the student shall submit the completed form and Excel calculator under Annex 3, confirmed by the course guarantor or the head of the relevant department, electronically through IS STAG to the FSc USB Study Department.
Article IX
Transitional and final provisions
(1) From the effective date of this Measure, the provisions of Dean's Provision No. D58 on increases to the monthly doctoral scholarship for conference and publication outputs shall not apply to the students defined in Article I(2).
(2) Dean's Provision No. D58 shall continue to apply to the students defined in Article 13(2) of the Scholarship and Bursary Regulations of the University of South Bohemia in České Budějovice, unless another regulation provides otherwise.
(3) An extraordinary scholarship may also be awarded for a milestone achieved during the programme before this Measure took effect, provided that the student's scholarship has not previously been increased for that milestone under Dean's Provision No. D58 and no other faculty scholarship has been awarded for it. The period of study completed before this Measure took effect shall be taken into account when determining the order of publications, the order of conference participations, and the total number of eligible teaching hours.
(4) The following annexes form an integral part of this Measure:
a) Annex 1 – Application form for the guaranteed doctoral scholarship;
b) Annex 2 – Form for calculating a one-off extraordinary scholarship according to publication quality;
c) Annex 3 – Application form for a one-off extraordinary scholarship for teaching activities and an Excel calculator for determining its amount;
d) Annex 4 – Application form for a one-off extraordinary scholarship for presenting dissertation project results at an international conference in the form of a poster or oral presentation.
